What a fantastic idea! I fully agree with you. It is absurd, the prices we have to pay for food in this country. And so many times you are forking out handfuls of cash for an utterly sad looking tomato or a very depressed cabbage. It’s a disgrace.
Agribank of Namibia and the Development Bank of Namibia are institutions that could assist with advice and (hopefully) financing. You could also enquire at your own bank if they have such facilities.
